The Engineering Institution of Zambia immediate past president Eng. George Sitali says there is need to amend the 1990 Computer Society of Zambia Constitution to bring it in line with the Information Communication Technology Association of Zambia Act.
Eng. Sitali said this when he appeared before a parliamentary committee on Media, Information and Communication Technologies on the consideration of Zambia Information and Communication Technology Association of Zambia.
Eng. Sitali who was accompanied by Eng. Robinson Misitala, Eng. Ariel Phiri, Eng. Ackim Zulu, EIZ Registrar and CEO Eng. Newton Zulu and EIZ Technical Officer Mr. Rex Kalangu said the Engineering Institution of Zambia consents the proposed bill acceptable amidst a few typographical errors which could be ironed out at final drafting.
“EIZ acknowledges that some ICT professionals, organisations and affiliates do not qualify to be registered under the EIZ membership platform hence the need for them to be registered with the ICTAZ,” He said.
He said there is however need for the ICTAZ Act or Constitution to clearly specify persons or organisations that qualify to be members under this Act to avoid conflict with the EIZ Act of 2010.
He said this is because a number of ICT professionals and organisations or units are members and already registered by the EIZ under the Nominating College (NC4)
Eng. Sitali said the bill should indicate who a member of the Information, Communications Technology Professional is, what they do and how different they are from engineers defined in the EIZ Act of 2010.
“According to our Act No. 17 of 2010, an engineer means a ‘person with special knowledge of the mathematical and physical sciences and the principles and methods of engineering analysis and design, required by engineering education and engineering experience. And by this definition, a large portion of the ICT professionals are already members of EIZ” he said.
He further said the bill needs to be clear when it talks about information and communication technology sector, and also provide a definition of this sector.
Eng. Sitali said that once the bill under consideration is passed, the constitution of the computer society will have to be amended in accordance with the new Act.
He said in order to avoid duplication of efforts; EIZ is of the view that ICTAZ should concentrate on registering professionals and organisations that are involved in operations that are non-engineering while EIZ continue dealing with engineering professionals and organisations or units.
He however said that once the bill has passed, there will be an inevitable double taxation of members corporate and individuals since some of them will be having converging functions and qualification respectively and might need to affiliate both with EIZ and ICTAZ.
