The Engineering Institution of Zambia (EIZ) and the Economics Association of Zambia (EAZ) were invited for an appreciation tour of the National Road Fund Agency (NRFA) Head Office in Lusaka and the Shimabala Toll Plaza in Kafue on 16 August 2019. The EIZ team was led by President, Eng. Sydney M. Matamwandi, and Acting Registrar, Eng. Rev. Happy Musumali, while Dr. Lubinda Haabazoka led the EAZ team. At HQ, the team toured the state-of-the-art Central Control Room where screens connected to Closed Circuit Television (CCTV) cameras installed in all Toll Plazas across the country are monitored 24/7 by a team of dedicated staff. The high-resolution cameras are able to show in realtime every detail of happenings at Toll Plazas, including the cashiers in the booths, the vehicles on each lane, the drivers and number plates. The Centre also captures statistics of traffic flows and amounts collected.
In his brief to the team, the CEO, Eng Wallece Mumba, explained that NRFA is an institution in the road sector and draws its mandate from the National Road Fund Act No. 13 of 2002 and exists to “mobilise resources and administer the Road Fund in a transparent and sustainable way to stimulate socio-economic development”. As of Q2 2019, the Authority administered 31 Toll Collection points across the country with 21 in-land Toll Stations (17 Toll Plazas and 4 Weighbridges) and 9 Ports of Entry. In terms of collections, the Authority had realized K336 million against a target of K322 million for the accounting period ended 30 June 2019. The above-target performance was due to effective use of modern technology coupled with efficient application of world class management systems, policies and supervision best practices. With an additional 4 Collection points expected to be commissioned by end of year, the forecast collection is K1.04 billion. He emphasised that though NRFA was meeting and exceeding performance targets, management consistently invited stakeholders such as professional bodies to consult and exchange views on how to solve existing problems and take advantage of available opportunities, both technological and economic. It was in this spirit that EIZ and EAZ were invited. Despite improved collections at tolling points, the revenues were far less than what GRZ was spending on new roads and maintenance of existing ones. The Treasury foots the difference, hence the urgency to solicit new ideas on how the road sector could be self financing.
In his reaction, Eng. Matamwandi acknowledged the exceedingly clean and impressive infrastructure at both HQ and Shimabala Plaza where workers operated in a decent environment: spacious offices; ergonomic furniture; cooling and heating units; running water; and access ways for the differently-abled. He also thanked NRFA for employing many Engineering Professionals in various departments, particularly females and prioritizing the recruiting of locals in areas where Toll Plazas are installed across the country. The Shimabala Toll Plaza between Lusaka and Kafue is an ultramodern facility and services an average of over 6,000 vehicles per day, the second busiest (after Michael Chilufya Sata Toll Plaza) in the country.

The Engineering Council met the Minister of Housing and Infrastructure Development, Hon. Vincent Mwale, MP., at his Office in Lusaka today, 13 August 2019. The Minister invited the Engineering Institution of Zambia (EIZ) as part of the regular and early consultations, as he settles and is inducted in the new portfolio. EIZ delegation comprised the President (Eng. Sydney M Matamwandi), the three Vice Presidents (Eng. Eugene Haazele, Eng. Wesley Kaluba and Eng. William Mulusa), the Acting Registrar (Eng. Rev. Happy Musumali) and EIZ Communications Officer (Mrs. Cynthia Ngwengwe). The Permanent Secretary at the Ministry, Eng. Charles Mushota, and two Directors were also present.
Eng. Matamwandi thanked the Minister for an early invitation of the Institution to see the Minister as he begins a new tour of duty. He briefed the Minister on the statutory composition and functions of EIZ as a regulator and apprised him on the status of EIZ as an association of members whose common interest is the welfare of Engineering Professionals, Engineering Students and Engineering Organisations or Units.
In his response, the Minister assured EIZ of the support of the Ministry and the constant consultation with the Institution in searching for solutions. He pointed out that the Ministry would prioritise the search for solutions to the problem of infrastructure projects that, are on average, more costly than comparable projects elsewhere. He cited the construction of roads and schools in Zambia as too expensive and challenged EIZ to identify the problem and recommend solutions. On payment of Zambian suppliers, Zambia contractors and Zambian consultants, his Ministry would be sensitive, committed and transparent to source money and clear arrears. He however, acknowledged that liquidity was a challenge because government had contracted a lot of projects and the problem of high costs had constrained the Treasury’s capacity to pay stakeholders on time. As regards construction materials, the Minister challenged EIZ to promote local materials, including steel, cement, paints and chemicals and discourage contractors from importing expensive materials from abroad, consequently denying local manufacturers from benefiting from the infrastructure growth. On the Africa Engineering Conference, Hon. Mwale pledged to promote the event and encourage all stakeholders from GRZ and the private sector to attend this important event. It was the priority of government to encourage knowledge sharing, common resolution of problems and the presence of participants from abroad was good for tourism.
In response, Eng. Matamwandi assured the Minister that the Institution would engage members and come up with problem identification as to why projects, especially are too costly in Zambia and make tangible proposals to be presented to the Minister.

May I start by congratulating you on your appointment as Minister of Housing and Infrastructure Development, the supervising Ministry for the Engineering Institution of Zambia. May I also express our thanks to you for the service you rendered to the country in your previous portfolio as Minister of Local Government. Your diligence and work ethic, especially during the difficult period of the cholera epidemic, epitomize rare leadership and exceptional professionalism that, as an Institution we acknowledge and cherish. We are honored that early in your tenure as Minister, you have called on us to apprise you on how we are executing our mandate. We are grateful and are confident that, with your impressive track record and experience from both the legislative and executive organs of the State, you will succeed in your new portfolio. On behalf of the people we lead, we are here to pledge our readiness to walk with you and to work with you. Please also convey our thanks to your brother, Honorable Ronald Kaoma Chitotela, MP, who has just completed a successful tour of duty here and has been redeployed to an equally-task demanding task at the Ministry of Tourism.
As you might be aware, EIZ is a professional statutory body established to register and regulate the professional conduct of Engineering Professionals, Engineering Students and Engineering Organizations or Units in Zambia. We draw our mandate from the Engineering Institution of Zambia Act No. 17 of 2010 of the laws of Zambia. EIZ comprises over 45,000 members, both individuals and corporates, and has been in existence since 1955, thus making it one of the oldest professional bodies in the Land. Until 2010, only Engineers, or university graduates of Engineering, were registered and regulated through the Engineering Registration Board (EngRB), as is the case in a number of jurisdictions such as Botswana, Kenya, Tanzania and Zimbabwe. The new Act however, mandates the Minister (yourself), through delegated authority to the EngRB, to register and regulate the conduct of all Engineering Professionals. EIZ also functions as an association of Engineering Professionals whose objective is to promote the practice and learning of Engineering. The terms of reference of EIZ as a regulator sit in the EIZ Act and EIZ as an association sit in the EIZ Constitution.
In order to ensure effective and efficient administration of EIZ, the Institution comprises the following organs:
- The General Meeting of Members which is the highest organ that only meets at an AGM to resolve major policies. Members comprise all engineering professionals that include Engineers, Technologists, Technicians, Craftspersons and Students.
- The Engineering Council which is a body elected at an AGM for a tenure of 2 years to superintend over affairs of the Institution in between AGMs. The Engineering Council comprises the President, three Vice Presidents, the Immediate Past President, the EngRB Chairperson and representatives of all membership categories.
- The Engineering Registration Board (EngRB) which registers Engineering Professionals, Engineering Organizations and Engineering Units and regulate their professional conduct. The EngRB performs its mandate by delegated authority from the Minister. The EngRB comprises representatives of all Nominating Colleges.
- The Disciplinary Committee which investigates allegations of professional misconduct and imposes such sanctions as may be necessary. The composition of the Disciplinary Committee is the Chairperson and Vice Chairperson that are senior Judicial Officers nominated by LAZ, five Senior engineers elected by members and the EIZ President. The Disciplinary Committee sits as a Court and its decisions can only be appealed in the High Court of Zambia.
- The Secretariat which is a full-time body, with the Registrar as CEO, and is responsible for implementing the EIZ functions on behalf of the Engineering Council. The functions are many and include: the development of appropriate standards of qualifications; the promotion of comparable engineering practice standards in Zambia; the promotion of the general advancement of Science Technology Engineering and Math (STEM); the promotion of Alternative Dispute Resolutions (ADR); the investigation and monitoring of national emergencies or disasters; and the advising GRZ on matters of engineering.
EIZ is alive and active across the length of the breadth of this Country. For ease of serving our members, Secretariat has offices in the Northern Region (Kitwe) and Southern Region (Lusaka), each catering for 5 Provinces. Further devolution exists in the form of Branches, currently 24, and Student Chapters at all the major universities and technical colleges. We also have special interest groups, including the Zambia Women in Engineering Sections (ZWES), Craftspersons and Technicians’ Section (CTS, Civil Engineers, Electrical Engineers and Chemical Engineers sections.
EIZ is also an active member of the regional and international engineering families. In this regard, we are a member of the Southern African Federation of Engineering Organizations (SAFEO), the Federation of African Engineering Organizations (FAEO) and the World Federation of Engineering Organizations (WFEO). WFEO is part of the United Nations, through UNESCO.
Being a committed and good member of FAEO, Zambia was chosen to host the UNESCO Africa Engineering Week (AEW) in Livingstone from the 15th to the 21st September 2019 at Avani Victoria Falls Resort. During AEW, the Africa Engineering Conference, the Women in Engineering (WiE) Forum, and Skills Competitions will be held in Livingstone. The highlight of the events is the Africa Engineering Conference which is expected to attract over 500 delegates from Zambia and at least 20 other African countries, including Egypt, Ghana, Nigeria,
RSA, Rwanda, Tunisia and Zimbabwe. We have received confirmation that the President-elect of the WFEO, Eng Prof Gong Ke, from China and the President of FAEO, Eng Martin Manuhwa, from Zimbabwe will be participating in the conference that is being cosponsored by UNESCO. As an Institution, we will be working closely with our line Ministry, yourself honorable Minister and GRZ as we navigate the complex diplomatic and protocol intricacies of organizing such an auspicious event.
In regard to the above conference, I wish to express our thanks as an Institution to your government in general and your Ministry in particular for the support rendered during our bid to host. We won because Zambia has demonstrated impressive engineering (infrastructure and mining), we are a peaceful country; we are connected to the world by road and air, and we have world-class conference and hotel facilities. We are also thankful to your Office for extending an invitation to the Republican President, His Excellency, Dr Edgar C Lungu, to grace the biggest convention of engineers from across the Continent, who will convene in Livingstone to deliberate on Sustainable Development Goals and Engineering. The occasion is good for Zambia’s standing in the community of nations; good for Zambia’s engineering and good for Zambia’s tourism. It is the humble request of our members to you Minister that you be the No 1 ambassador to sell this conference to other departments of government and private sector in Zambia.
We are also here, on behalf of the people we lead, to express total support for the work that your Government is undertaking, particularly in the area of Infrastructural Development. We are cognizant of the fact that as Engineers we are an essential cog in the realization of your government’s vison as outlined in the 7th National Development Plan and other blueprints mirroring the bright future that awaits our children and grandchildren. It is in this regard that I wish to deliver a message of assurance, that the Zambian Engineers have been, are and will always be partners to GRZ in developing this country. That is our patriotic imperative and a professional duty we can never neglect.
We are also here to apprise you of the status of the Engineering Sector, as seen from the perspective of the practitioners. We are encouraged by the volume of work and the opportunities that are on the horizon for the Zambian Engineering Organizations and Zambian Engineering Professionals. Today has, no doubt, been the best time to be an Engineering Professional in the history of our Country. We thank your Government for creating an enabling environment where Engineers are given countless opportunities to practice their trade and contribute to the wellbeing of society.
The Engineering Institution of Zambia is nonpartisan, is apolitical and does not participate in discourse outside our area of specialization. Nonetheless, we are Citizens and are therefore appreciative of matters that are progressive. A delegation of South African businesspersons called on the Engineering Institution of Zambia (EIZ) on Wednesday, 13 August 2019. The team represented the Built Environment and Manufacturing subsector clusters of the high-powered delegation of the private entrepreneurs who are in Zambia, under the auspices of the Department of Trade and Industry of South Africa, to interact with Zambian stakeholders to look for investment opportunities and other business synergies. The Ministry of Commerce, Trade and Industry, through its investments promotions’ arm, the Zambia Development Agency (ZDA). ZDA is coordinating the identification of local stakeholders that could potentially partner with South African counterparts. ZDA identified EIZ as a key stakeholder that has, in its membership, individuals, organizations and units in both the built environment and the manufacturing sector.
The EIZ team was led by President Sydney M. Matamwandi and comprised the Vice President for Policy (Eugene Haazele), Acting Registrar (Happy Musumali) and Regional Manager (David Kamungu) and the meeting took place at Privatization House in Lusaka.
Eng. Matamwandi apprised the investors on the mandate, composition and objectives of EIZ as related to encouraging and promoting the interests of its members to participate and prosper in the engineering sector while adhering to professionalism and applying engineering standards. He explained that EIZ has been in existence for over 60 years and comprises over 45,000 individual members and about 3,500 engineering organizations operating in most sectors of the economy, including agriculture, construction, energy, manufacturing, mining, telecommunications, and water and sanitation. EIZ President stressed that Zambia was generally well-endowed with the presence of a huge number of highly trained and experienced engineering personnel with requisite skills that are highly sought-after in the SADC region and beyond. The categories of members comprise Engineers (degree holders), Technologists (Diploma holders) and Artisans (Technician and Crafts’ Certificate Holders), trained locally and from various other reputable engineering universities and technical colleges in Europe, China, RSA and USA. He further explained that foreign engineers can practice in Zambia and are always registered and regulated by EIZ. As much as it’s the desire to have Zambians in most engineering jobs in Zambia, EIZ does work closely with the Department of Immigration to facilitate acquisition of work permits and the registration of foreign engineers and technicians with rare skills and experiences that are not available in Zambia. However, EIZ does not encourage the importing of technicians that want to come to do jobs that can be done by Zambians. He also emphasised that EIZ has registered a number of South African Engineering Organizations and Engineering Professionals who are practicing in Zambia and enjoying all the rights and privileges of membership. Welcome to this auspicious occasion at which the Engineering Institution of Zambia is about to launch two important tools that will guide the way EIZ will be managed.
We at EIZ believe that any plan must be written and our actions must be guided by written instructions that are premised on regulations. Today we are launching the Strategic Plan to guide us from 2019 to 2023 and the Mentorship Programme to guide us in creating a cadre of Engineering Professionals that will be better than us in the way they think, they talk and they act.
Guest of Honour Sir, The Engineering Council and Management have just completed the implementation of the instructions given to us by members, as itemized in the Strategic Plan of 2014 to 2018. May I hasten to say that, though the goals given were challenging, we performed tremendously well and we met and exceeded most of the set KPIs.
The last Strategic Plan was premised on consolidating the Institution in the wake of the new EIZ Act No. 17 of 2010, building identity of EIZ and growing membership across the length and breadth of the country and in all sectors and disciplines of Engineering. I am happy to report that we have established constitutional order in our systems, we have internalized corporate governance best practices; we have attracted highly qualified staff at Secretariat and built the EIZ brand into an admired, envied and respected professional body in the Land.
The results of the impressive implementation of the Strategic Plan have manifested in form of membership growth to over 45,000 Engineering Professionals, Students and Firms and annual revenues in excess of K35 million. May I thank and congratulate all those that have contributed to this impressive performance on all the objectives set in the last Strategic Plan.

The Strategic Plan we are about to launch today is tuned to build on the gains of the previous one. As a Council we took time to review our internal and external environment. We identified our strengths and weaknesses. On the basis of our findings and Lessons Learnt from the last five years, we have crafted a new Strategic Plan that is forward looking and focused on improving the welfare of our members and our communities, in accordance with the dictates of our creed as Engineering, which is to put service before profits, to always act in a manner that uplifts the Engineering Profession and to do everything in our powers to enhance the welfare of our society.
Our new Strategic Plan recognises our expanding membership and therefore has put in place objectives to enhance our Information Management Systems to more effectively register our members and manage our database. We have recognised our growing finances and have therefore, put in place objectives to more effectively provide stewardship over resources of members using computerised accounting and control systems. We have recognised the need for faster, reliable and real time communication with our members, therefore we have put in place objectives for implementing smart solutions, to take advantage of the Engineering advances such as Internet of Things (IoT), big data, cloud computing and artificial intelligence. We have recognised members’ fatigue to paying subscriptions; therefore we have put in place strategies for alternative and innovative sources of revenue from initiatives such as the EIZ Shop, specialist training and investment options.
As regards our statutory function as the advisor to GRZ on matters of Engineering, EIZ has crafted strategies on how to effectively influence government policy in a manner that will make Zambia meet the goals summarised in the Vision 2030 and Agenda 2063. In the area of international engagement, EIZ will engage robustly within UNESCO, World Federation of Engineering Organisations (WFEO), Federation of African Engineering Organizations (FAEO) and Southern African Federation of Engineering Organisations (SAFEO) to participate in using Engineering to find solutions to problems affecting humanity, particularly in Sub Saharan Africa, caused by climate change, hunger, depleting water sources, poor communication networks and ignorance.
To help achieve our goals in Strategic Plan and expectations of our Community, as summarized in the 7th National Development Plan, Vision 2030 and Agenda 2063, EIZ believes that a professional Engineering cadre with the correct training, correct attitude towards work and is well-grounded in ethics and patriotism is ensured. It is in this regard that we are today launching the EIZ Mentorship, Apprenticeship and Internship Program. This is a program, benchmarked against similar initiatives in countries that have excelled. Young Engineering Professionals will be assigned mentors, specially selected from Senior Members of the fraternity with track record for achievement. The purpose is to facilitate the transfer of values, good attitude and to facilitate networking with those that have achieved. On behalf of the Engineering Council, I would like to thank the Mentorship Committee that was chaired by Senior Engineer Jackson Sikamo, for a good document that was a result of 2 years of very hard and professional work.
On behalf of The Engineering Institution of Zambia I wish to express our deepest condolences on the passing of Eng. Jackson Sikamo yesterday 27th June 2019 (MHSRIP). We are especially thankful to the Office of the Secretary to the Cabinet, and the former SC Dr Roland Msiska, for the encouragement and assistance to EIZ to start this programme.
It’s my hope that the two documents will help EIZ achieve its aspirations to be a world class Professional Body that meets the expectations of stakeholders.

President Edgar Chagwa Lungu has challenged engineers to be proactive in finding locally grown solutions which will unlock the country’s potential.
President Lungu said this when he officiated at the 2019 Engineering Institution of Zambia Symposium held in Livingstone at Avani Victoria Falls Resort under the theme Sustainable National Development; Issues and Challenges for Zambia’s Development Agenda.
He said the current situation where the country seems to rely much on imported solutions to address local problems must come to an end.
“I am confident that the engineering fraternity can make immense contributions by devising innovative solutions to Zambia’s developmental challenges,” he said.
President Lungu said this can only happen when men and women in the leadership of EIZ who are dynamic, practical and forward looking.

He further said there is need for the Institution and the profession at large to seriously invest in research and development for engineering to contribute to the country’s development aspirations.
“For this reason, our country needs a cadre of enterprising engineers to revolutionalise the practice of engineering for the country to reduce importation of technology. Therefore, as you deliberate at this symposium, I implore you to focus on addressing the challenges that undermine the contribution of engineering to the development of our country,” he said.
He said the country has reached a stage where it needs to harness the human capital endowment to respond to challenges facing the country.
President Lungu said some of the challenges include inadequate power supply, clement change, negative impacts of climate change, poor design and poor quality of infrastructure, poor accessibility in rural areas, congestion and population among others.
“Most, if not all these challenges and the consequences they represent, makes it absolutely necessary for the country to have engineering professionals who are conversant with latest development in construction materials, technology and processes,” he said.
President Lungu said for the engineering profession to achieve all these there is need to collaborate with other professionals such as Economists, Lawyers, Environmentalists, Development Planners, Quantity Surveyors, Project and Financial analysts because synergies of this nature will promote sustainable engineering for the benefit of the nation.
He said it is a fact that where engineering projects are designed and implemented in close collaboration with others professionals, project deliverables are not only responsive and sustainable, but are tenable at reasonable cost.
“I now wish to take this opportunity to express concern at the current trend were project costs are escalated through systematic variations and if this trend is left unchecked, it has potential to erode the achievements we have made so far,” he said.
He said before commencement of projects there is need to ensure that everything is factored to avoid situation where the country starts paying more than budgeted for.
He urged the Institution to up its game by constantly monitoring of projects under the national development programme across the country.
